Panoil Petroleum and Universal Energy Bunker Licences Revoked


The Maritime and Port Authority (MPA) of Singapore announced that Panoil Petroleum and Universal Energy will not have their bunker supplier licences renewed post August 31, 2017. In addition, the bunker craft operator licence of Universal Energy will also not be renewed.

According to MPA Singapore, “Both companies will no longer be allowed to operate as a bunker supplier and bunker craft operator in the Port of Singapore.”

This action was taken because unauthorised alterations on the pipelines of the bunker tankers were made by Panoil Petroleum. The company accumulated demerit points for non-compliances to the bunkering procedures.

Universal Energy received demerit points for the delivery of bunkers that were severely aerated as well as stoppages during bunkering operations.

As a consequence of non compliance to the terms and conditions of their bunker licences, the companies got their licences revoked. This has also resulted in the companies failure to be accredited under the Accreditation Scheme for Bunker Suppliers.
